基于DEA模型的重庆市建设用地利用效率时空分析

摘要:

提高建设用地利用效率是实现土地资源可持续利用的必然选择。笔者在分析重庆市建设用地现状及变化情况基础上,运用数据包络分析(DEA)的C2R模型,对重庆市40个区县2000—2008年建设用地在区域经济增长中的利用效率值进行测度。结果表明,重庆市各区县建设用地投入在经济增长中的效率水平在空间上与区域经济发展差异及城镇体系发展格局具有一致性;在时间上,2000—2004年期间整体效率水平有所提升,但2004—2008年期间降低,与重庆市产业结构演进和建设用地供需结构变化一致;各区县经济增长中建设用地和劳动力投入均存在纯超量投入松弛,要素间配置状况不佳。最后结合重庆市未来发展提出了促进建设用地利用效率提高的建议。

Abstract:

Improving the use efficiency of construction land is an inevitable way to achieve sustainable use of land resources. On a basis of a brief analysis of construction land utilization characteristics in Chongqing, C2R model of DEA was employed in this paper to measure the technical efficiency of construction land use in ecnomic growth of each of its 40 counties during 2000-2008. Results showed that the spacial differences of construction land use efficiency in economic growth were consistant with that of regional economy development and Chongqing’s urban system expansion; the period of 2000-2004 saw a slight increase of overall efficiency, but it experinced a decrease during 2004 to 2008, which kept consistency with the evolution of Chongqing’s industrial structure and construction land’s supply and demand structure, it was also found that slacks of labour and construction inputs exsited in most counties, indicating a dissatisfactory input element configuration. Proposals of rasing construction land use efficiency was given out according to the particular situation of Chongqing.
