摘要： 解决“三农”问题必须要有宏观战略的思考与筹划，紧紧抓住问题的主要症结，从教育农民和组织农民、加快城市化步伐以及深入进行县乡两级政治体制改革入手，大力推进基层政权和农村社会的民主化进程，该问题才有望得到根本性解决。

Abstract: The solution "three agriculture" the question must have to have macroscopic strategic the ponder and the preparation, closely holds the question the main crux, from educate and organize farmers, speeds up the urbanized step as well as thoroughly carries on the county, the township two levels of political reform obtains, advances the basic unit of political power and the countryside society's democratized advancement vigorously, this question only then hopefully is solved fundamentals.
