关于国家科技奖励评审中有关种业成果评价的建议

摘要：

国务院《关于加快推进现代化农作物种业发展的意见》出台的背景，一是基于跨国种业公司在中国迅猛扩张，国内种业陷入困境；二是民族种业竞争力不强，国内种业到了生死存亡关头；三是加强自主创新，提升民族种业竞争力刻不容缓。近几年，中国农学会在科技成果奖励和成果评价方面，紧密围绕建设中国现代种业发展的需求，4届评审奖励中种业获奖成果总数达134项，占获奖成果总数的32.1%。建议今后在国家科技奖评审中，设立独立的农作物种业成果评审组，分阶段适度转移种业成果的评审重点，制定专门的种业成果评价标准，发挥农口学会协会在种业成果评价中的作用。

Abstract:

The background of the State Council “To accelerate the development of modern crop seed industry” are: first, based on the rapid expansion of multinational seed companies in China, the troubled domestic seed industry; second, national seed industry less competitive domestic seed industry, to life and death; third, strengthen independent innovation and enhance the competitiveness of the national seed industry imperative. In recent years, the Chinese Society of Agronomy is closely around the construction of the needs of the development of modern seed industry in China, the seed industry 4th reviewers reward incentives and outcomes evaluation of scientific and technological achievements, the award-winning results of a total of 134, accounting for 32.1% of the total number of award-winning achievements. The recommended future in the National Science and Technology Prize, the establishment of an independent group of the outcome of the crop seed industry review, phased moderate to transfer the focus of the assessment of the outcome of the seed industry, the development of the evaluation criteria of the outcome of the special seed industry to play an important role of Agricultural Mouth Society of Association in the evaluation of the outcome of the seed industry.
