摘要： 就当前种子管理出现的众多问题作一扼要概述，并针对性地提出了相关对策，以期为推进种子管理机构改革，加强种子管理工作，保障粮食增产、农民增收、农村稳定和农业发展提供一些参考性意见。

Abstract: this article was about a summary briefly on the numerous questions appearing in the seed management at present，and had proposed relevant countermeasures pointedly. and expected to advance the reform of seed management organizations，strengthen the work of the seed management，ensure the grain to increase production, increase peasants income, stable the countryside and develop agriculture. and offered some reference suggestions.
