关于建立农民工外出务工长效机制的建议

Set up Lasting Mechanism of Developing Rural Economy by Promoting Farmers Going out to Work —The survey and think for exporting of labor service about the county of Fuping and Lantan

摘要： 在调查蓝田和富平两县的劳务输出的基础上，指出落后的观念、素质低和劳务输出机制不健全仍然是制约农民外出务工的主要因素，通过对两县在推动农民外出务工的经验的总结，得出几点启示：加大宣传引导，更新就业观念；要切实提高农民的综合素质；健全中介机构，规范劳动力市场秩序；建立劳务输出平台，逐步形成定向输出的稳定机制；建立返乡人员创业的激励机制。

Abstract: In the foundation of surveying the county of Fuping and Lantian. The article point out the lagging behind sense and low quality and imperfect mechanism of exporting are the main restrict factor for the farmer want to going out working . Through summing up the experience of the county of Fuping and Lantian .Gain several revelation: Enhance the publicity. Raise the synthesize quality of farmers. Perfect the medium organization. Form the mechanism of directional export . Set up the mechanism of encourage the start a business for the throwback farmer.
