摘要： 青壮年、素质较高的农民离村进城发展后，给农村带来了一系列的问题，如造成了乡土人才的流失，扩大了农村教育和城市教育的差距，造成了一部分土地利用效率的下降等。针对这些问题，应采取如下对策：加快健全土地流转制度的步伐，积极促进农村教育事业的发展，给回乡创业的农民创造种种优惠条件，完善针对农民的社会保障制度，推动农村新型合作组织的建设等，加快农村的发展

Abstract: The fact that the young and the middle aged farmers go to the city leads to a series of problems, for example, brain drain of local country, widening disparity between education in the rural areas and that of city, reduction of efficiency of land’s utilization. In order to solve these problems, measures should be taken as follows:Speeding up perfection of the system of the land’s flow, actively facilitating the development of education in the rural areas, creating various favorable conditions for the pioneering farmers who return to their home village, refining the social security system for the farmers
