Abstract: One of the important factors that influencing agricultural science and technology achievements trasformation is the various barrirs to the sending and receiving of the agricultural science and technology achievements informations in China.Such as:The form of agricultural scince and technology information is unsuitable for the public,the medium of disseminating information is imperfectible,there is no sufficient propulsion to exchange between the supplier and recipient of information,the information precision and effectiveness is lower,the disparity is existed between the owner and user on the information realization,and the question about information shifting direction and degree. Acording these barrirs ,the policy suggestions and revolutions that to reform the agricultural science and tchnology popularizing system,to implement information standardization,to eliminate noise in course of information spreading,to adapt the advanced technology dealing with information,to follow information spreading discipline,to establish a perfectible and open system of the information management were provided in this paper.
