摘要： 从民族地区农牧民不具备增产的现实条件和农牧民小农意识严重、市场发育程度低,劳务输出困难,经济结构单一、不具备抗御市场风险的能力、农业产业化程度低等方面说明了增加收入的难度。针对以上问题，同时提出了：加大对民族地区的财政扶持力度，制定出切实可行的符合民族地区发展的政策；强化培训工作、提高全民素质，积极促进劳务输出；建基地育龙头，促进农业产业化发展等增加民族地区农牧民收入的措施。

Abstract: This paper from national region farming herdsman does not have the realistic condition that increases production and The farming herdsman consciousness of small farmer is serious ,Market growth level is low ,Service output is difficult,Economic structure is unitary,Do not have the ability of resisting market risk Agricultural industrialization level is low Wait for aspect Have explained the difficulty of income increase .Have put forward at the same time: Increase the finance for national region to support intensity ,Establish the practical feasible policy that accords with the development of national region; Strengthen training work , Raise the quality of whole people ,Promote service output actively; Build base and Cultivate tap enterprise ,Promote agricultural industrialization development etc Increase the measure of national region farming herdsman income EtcIncrease the measure of national region farming herdsman income.
