中国海洋捕捞渔船油污水产生量估算及对策研究

Estimation of Oil and Sewage Output of China’s Marine Fishing Vessels and Proposed Countermeasures

摘要: 为获知中国海洋捕捞渔船底舱中油污水的产生量,对东部沿海主要渔区海洋捕捞渔船的底舱油污水状况进行了调研和取样,并进行了测算和分析,以进一步推算中国海洋捕捞渔船油污水的年排放总量,并对其进行探讨和对策建议。推算数据显示:全国海洋渔船年总排水量约为136 118 t,全国海洋渔船年总排油量约为5 238 t。研究认为:油污水产生量与船龄不直接相关,船龄在5年以下的渔船情况较好;油污水含油率基本在5%以下,长时间静置后下层水含油率仍高于排放标准;海洋捕捞渔船的油污水产生与日常管理水平关系较大。建议:加强宣传,提高渔民的环保意识;加强监管,减少渔船污染物排放;采取措施,鼓励渔船污染物收集;加强合作,建立各部门协同机制;加强研发,推进渔船底舱油污水技术革新。

Abstract: To find out the output of oil sewage in the bilge compartment of marine fishing vessels of China, the bilge oil sewage of the marine fishing vessels in main fishing areas of China’s eastern coastal areas was sampled and investigated, and the estimation and analysis were carried out to know the annual total amount of the oil sewage discharged by China’s marine fishing vessels. The calculated data showed that the total annual displacement of China’s marine fishing vessels was about 136118 t, and the total annual oil discharge was about 5238 t. It is concluded that: the amount of oil pollution is not directly related to the ship age, however, the ship is in a better condition under the age of 5 years; the oil content of oil sewage is basically less than 5%, and the oil content of the lower water after a long static time is still higher than that of the discharge standard; and the oil sewage output from the marine fishing vessels is related to the daily management. Suggestions are put forward as: strengthening the publicity to improve fishermen’s awareness of environmental protection; strengthening supervision to reduce the emission of fishing vessels; encouraging fishing vessels to collect pollutants; strengthening cooperation and establishing coordinati on mechanism of various departments; strengthening research and development to promote technological innovation on oil sewage processing in the bilge compartment.
