A Study on the Efficiency of Flood Control and Drought Relief in Agriculture in Anhui Province

摘要:

为了给安徽省的自然灾害防御和减灾工作提供理论依据,运用数据包络分析法(DEA)产出导向的CCR模型,对安徽省17个地市2006—2010年的农业自然灾害抗旱防涝效率进行了分析和评价。结果表明:蚌埠市等6个地市抗旱防涝效率值为1,其他地市的效率值均低于1,其中巢湖市和铜陵市的效率值最低;根据整体效率强度分析的结果,安徽省17个地市分为3个等级。本研究认为,安徽省各地市抗旱防涝效率差距显著且稳定;淮河流域地市的效率明显高于长江流域;效率值较低的地市和区域,应加大基础建设的投入力度,合理配置各种抗灾资源。

Abstract:

In order to provide a theoretical basis for the prevention and mitigation of natural disasters in Anhui Province, by means of output-oriented CCR model [one method of Data Envelopment Analysis (DEA)], the author made an analysis and assessment of the relative efficiency of flood control and drought relief in agriculture in 17 districts and cities of Anhui Province from 2006 to 2010. The results indicated that the flood control and drought relief efficiency values of Bengbu and other 5 cities were 1, while those of the rest were under 1, of which Chaohu and Tongling were lowest. Based on the results of the overall efficiency intensity analysis, these 17 districts and cities fell into 3 levels. In conclusion, the author argued that there existed a remarkable and stable discrepancy in the disaster resistance efficiency in Anhui Province, where in the Huaihe River Basin had an apparently higher efficiency than the Yangze River Basin, and with respect to the cities and districts that had relatively low efficiency values, efforts should be made to increase investment in infrastructure and obtain a rational allocation of disaster resistance resources.
