Abstract:

In order to study the concrete progress of rural collective property right system reform and provide suggestions, and continuously advance the reform, this study investigated the practices of rural collective property right reform in Jiaxing and Lishui. The results show that in order to deepen the reform of rural collective property right system, we should further refine the specific content of the reform of ‘separation of politics and economy’, push forward the reform step by step in consideration of the large difference of the development level of collective economy in different regions of China, and constantly ruminate on the governance mechanism of collective economic organizations. We should weaken the household registration standard for membership identification of collective economic organizations, establish membership identification rules with ‘land contract relationship as basic living guarantee’ as the core, and effectively protect the legitimate rights and interests of collective members. In addition, we should cultivate the rural property rights circulation market in an all-round way, and ensure the development of rural collective economy through legislation and policy support.
