摘要： 水土保持方案的编制和实施过程中，存在许多的问题和薄弱环节，笔者就水土保持方案编制中存在的名称不规范，水土流失预测不够科学等问题，探讨如何提高水土保持方案编制质量，增强水土保持方案的科学性、可操作性。

Abstract: There are many problems and weak points in the course of compile and apply the water and soil conservation project. The paper study on how to raise the water and soil conservation project compile quality, and strengthen science and operation nature of water and soil conservation project according to some problems, such as not standard name and unreasonable soil erosion predicting.
