西部高校人才资源存在的问题及对策浅析

摘要: 人才在经济和社会发展中的地位和作用日益突出,已成为国家的第一位资源。全面建设小康社会,离不开人才和全民素质的提高。为此,西北农林科技大学合并之后,从人力资源开发的基本情况了解到近几年来人力资源存在的主要问题,依据近几年人才无序竞争的实际情况,提出了相应的发展对策。①转变观念,树立“人才资源是第一资源”的思想;②稳定师资队伍,挖掘现有人才潜力;③采取多种措施,吸引优秀人才;④实施人才工程,培养创新人才;⑤深化分配制度改革,建立激励机制和约束机制;⑥完善考核制度,建立的考核评价机制。可供决策部门提供科学依据。

Abstract: The role of Talents in economic and society is getting more and more important, and it has been the first resources now. Comfortable society cannot been built without talents and improvement of whole Chinese people’s quality. So after the merge of the Northwest A&M University, based on the basic information of human resources and the existing problems in recently years, according to the situation of non-sequence competition, the proper countermeasures for solving the problem which can provide scientific evidence for policy-making departments are put forward as follows: 1.Changing ideas and forming the ideas of Talents Resource is the first resource.2.Stablizing the teachers, taping the current potential of Talents.3.Taking several measures to attract excellent talents.4.Starting talents engineering and cultivating innovative talents.5.Deeping reform of distribution system, establishing intensive and constraint mechanism.6.Completing assessment regulations, building assessment and evaluation mechanism.
