中国不同区域耕地资源变化状况、原因及保护措施

The Change Situation, Change Causes and Protective Measures of the Cultivated Land Resources in the different Regions of China

摘要: 近年来中国耕地面积年净减少量呈扩大之势,2003年净减少量与当年耕地面积之比达2.06%。年净减少量较大的区域有西北区、中部区和西南区,分别占全国总量的23.9%、22.2%和19.5%。在增加耕地面积的因子中,土地整理、土地复垦、土地开发与农业结构调整分别占总增加量的13.1%、17.5%、32.0%、37.4%。在减少耕地面积的因子中,建设用地、灾毁耕地、生态退耕、农业结构调整(改园挖塘)分别占总减少量的13.7%、5.3%、59.6%、21.4%。通过实施严格控制建设用地,加强土地整理、复垦、开发,推行农业结构调整,加大“沃土工程”实施力度提高耕地质量, 加大科技含量提高单产和产品质量,利用生态退耕提高土地利用质量等保护耕地措施,确保2010年全国耕地面积不低于12250万hm2。

Abstract: The annual net decrease of the cultivated area in China in rent years had a big increase, the ratio between which and the total area in 2003 was 2.06%. The ratio of the net decrease of the cultivated area between the region and the country was 23.9% for the Northwest Region,22.2% for the middle part region and 19.5% for the Southwest Region. The ratio between the area increased by the element and the total increased area was 13.1% for arranged land, 17.5% for re-cultivated land, 32.0% for reclaimed land and 37.4% for agricultural structure adjustment. The ratio between the area decreased by the element and the total decreased area was 13.7% for the land used to construction, 5.3% for the cultivated land damaged by disaster, 59.6% for the land withdrew from cultivation, 21.4 % for agricultural structure adjustment. The cultivated area of 12250*104 hectares in China in 2010 should be ensured by the protective measures including controlling the area of the land used to construction, increasing the area of the arranged land,the re-cultivated land and the reclaimed land, pursuing agricultural structure adjustment, raising the cultivated land quality using “the fertilizing soil project”, increasing unit yield and raising the production quality using increased content of science and technology and raising the land use quality on the land withdrew from cultivation.
