摘要： 通过分析台湾农村建设的基本情况和主要成效，参考台湾农村建设的成功经验，启示环洞庭湖区的新农村规划应在结合国情和地方特点的前提下，从分析“门槛”、调整结构、建构组织、健全法规、开展土改、发展科教、工业反哺、生态环保和防灾救助等九个方面深入开展。

Abstract: Analysis the Taiwan countryside construction, researching the Pan Dong-ting Lake area’s new rural area constructing planning, from the threshold analysis, adjustment structure, constructs organization, perfect laws and regulations, land reform, development science and technology education, Industry counter- nurture agriculture, ecology environmental protection and takeing measures against natural disasters.
