基于DEA的长沙市土地集约利用效率评价及路径优化

Efficiency Evaluation and Path Optimization of Land Intensive Use in Changsha City Based on Data Envelopment Analysis Model

摘要:

土地资源集约利用是构建资源节约环境友好型社会的重要内容,长沙市作为两型社会建设的示范区,评价其土地资源集约利用水平及提出改进路径具有重要意义。应用数据包络分析(DEA)有效性判定定理对长沙市土地集约利用效率进行评价,用决策单元在相对有效面上的投影对土地集约利用效率进行优化。研究结果是:(1)长沙市1991—2008年间土地集约利用相对效率变化显著。其中,2002、2007和2008年判定为DEA有效,1991、1994、1995、1997、1999和2000年为弱DEA有效,1992、1993、1996、1998、2001、2003、2004、2005、2006年为非DEA有效;(2)在非DEA有效的年份中,土地、人力和固定资产投入要素需要调整的幅度相差显著。总体而言,人力资本投入需要调整最大,土地投入次之,固定资本投入最小。结果表明,土地集约利用效率变化和路径优化是一个动态过程,效率分析可以区分评价单元之间的效率相对差别,投影分析可以找出非有效决策单元今后改进数量,决策层可以根据这些变化和调整方向提高土地系统集约利用效率。

Abstract:

Land intensive use is an important component of constructing a resource conserving and environment friendly society. Changsha city as one of two-oriented society best practices, it is a mandatory requirement to evaluate its efficency and opitimize its path of land intensive use. The technology of data envelopment analysis (DEA) is employed to determine a land intensive use performance and project analysis is used to locate the deficient factors of input or output. It is shown that the land intensive use relative efficiency diversifies during 1991-2008: (1) the 2002, 2007 and 2008 are categories as DEA efficiency, 1991, 1994, 1995, 1997, 1999 and 2000 are listed as weakly DEA efficiency, 1992, 1993, 1996, 1998, 2001, 2003, 2004, 2005 and 2006 are assorted as non-DEA efficiency; (2) the deficient factors of land use varies in amplitude, which can be ranked as follows from high degree to low: labor input, land resources comsumption and capital input. The results indicate that land intensive use is a dynamic procedure, relative efficient evaluation can be used to distinguish land intensive use level. The DEA model and projection analysis provide a scientific reference for land use decision-makers, and it is convenient for decision-makers to get more satisfied land intensive use path by adjusting the index system of input and output.
