摘要： 中国即将实施以农村社会养老保险制度为基础的统一城乡社会养老保险，但农村社会养老保险还存在着农民收入替代率低、积累少等问题，同时，各地的农村社会养老保险也没有横向的对比。通过设置21个指标对农村社会养老保险制度的绩效进行了评价与排名，评价使用因子分析方法得出5个因子，通过对因子的分析得出农村社会养老保险制度存在的问题并提出了相应的制度建议。

Abstract: China is going to implement the rural social endowment insurance system based on unified urban and rural social endowment insurance. Rural social endowment insurance has some problems such as low farmers' income replacement rate and less accumulation, at the same time, rural social endowment insurance in different provinces has no horizontal contrast. By setting 21 indicators, the performance of rural social endowment insurance system has been evaluated and ranked, five factors have been obtained using factor analysis method. By analyzing the five factors, the problems of rural social endowment insurance system are found and the corresponding proposals are put forward.
