Performance Evaluation of Policy-guided Agricultural Insurance Based on Different Perspectives in Jilin Province

摘要: 吉林省政策性农业保险在迅速发展的同时,仍存在需要完善的问题。基于各级政府、保险公司和农户3 个视角,对吉林省政策性农业保险绩效进行了全面评价,并提出了进一步完善农业保险政策的建议。结果表明:吉林省政策性农业保险已经基本构建了“政府 保险公司 农户”的三方联动机制,能根据农户的需求对具体政策进行适时调整,但仍然存在着县级财政压力大、保障水平低、理赔效率低、大灾风险分散机制不健全等问题,需要各级政府、保险公司和农户3 个利益主体各司其职,协调互动,实现各级政府财政能够持续支持,保险公司盈利,农民参保投保的积极性高、且对保险赔偿满意的三赢格局。

Abstract: Agricultural insurance of Jilin Province has achieved great development because of the implementation of policy-guided agricultural insurance since 2007. However, during the rapid development process of agricultural insurance, some problems have exposed in many aspects. Based on these, the study evaluated the policy- guided agricultural insurance performance from the perspectives of governments, insurance companies and farmers, and put forward recommendations to further improve agricultural insurance. The evaluation results showed that: policy- guided agricultural insurance in Jilin Province basically constructed a tripartite linkage mechanism of‘Governments Insurance Companies Farmers’, policies could be adjusted according to the specific needs of farmers gradually, but there were still some problems, such as the premium subsidy pressure of county financial, lower guarantee level, low efficiency claims, imperfect catastrophe risk dispersal system and so on. Thus, the three stakeholders (all levels of governments, insurance companies and farmers) should fulfill their coordination and interaction to further improve the policy-guided agricultural insurance.
