Abstract: The transform of rural surplus labor is concern of a series of problem such as new rural construction, harmonious society and urbanization construction of china, but the peasant laborer who is the industrial worker important component is in awkward position in the working ,keeping the right , the guarantee living etc. probing into the measure of accelerating the peasant workers’ floating according the characteristic of the peasant floating is benefit to the transform of rural surplus labor. This paper put forward the countermeasures of accelerating the peasant workers’ floating, after analyzing the characteristic of the peasant workers’ first and the second floating.
