Abstract: To the county with the resources advantage, exploiting its characteristic resources is an important way to develop its economy. Huoshan, which is called Huoshan phenomenon by economists, has explained this perfectly. The reason why Huoshan’s economy has risen abruptly is that it changes its advantages of abundant characteristic resources to the competitive advantage in market. With the example of Huoshan in Anhui Province, this article discusses how to develop the county economy with the visual angle of characteristic economy.
