Abstract: The rural landscape has been present a series of problems, such as “the new enclosure movement” and so on. The facts were resulted from the incomplete plan statues, the wrong view on performance and conservative plan methods. To solve these problems, six governing countermeasures are offered: firstly, establish the right estimation standards; secondly, follow the new plan regulations; thirdly, explore underground space and organize rural landscape construction rationally through planning; fourthly, insist on right view on performance; fifthly, insist on sustainable income index; lastly, inculcate and propagandize the rural landscape instruction.
