土地综合整治背景下的农村居民点整理潜力分析与评价——以花垣县为例

Analysis and Evaluation of Rural Residential Reclamation Potential Under the Background of Rural Land Comprehensive Reclamation——Take Huayuan County as An Example

摘要: 农村土地综合整治是城乡统筹,建设新农村的任务要求,开展农村居民点整理潜力分析与评价则是实施农村土地综合整治的重要前提与基础。为了更好的提高土地整治规划的科学性及可行性,为今后土地整治工作的开展提供借鉴意见,以花垣县为例,通过实地调查、遥感判读、数理统计等方法对花垣县农村居民点整理潜力进行调查分析评价。研究结果表明:花垣县农村居民点整理潜力大,2020年的理论潜力和现实潜力分别为1458.2 hm2、371.31 hm2,平均整理潜力系数达43.78%;各村庄潜力差异明显,潜力多分布在Ⅱ、Ⅲ等级,可大面积增加耕地面积区域少;地形地貌和经济发展水平是影响该地区居民点整理潜力的主要因素。

Abstract: The rural land comprehensive reclamation is the requirements of task about urban-rural integration development and the new countryside construction; to analyze and evaluate the rural residential reclamation potential is the prerequisite and basis of rural land comprehensive reclamation. In order to improve the scientific and feasible of land consolidation planning, provide reference for the future land rectification work, take Huayuan County as an example, through on-the-spot investigation, remote sensing interpretation, and mathematical statistics method analyzing and evaluating the rural residential reclamation potential. Research results showed that, the rural residential reclamation potential was relatively high, in 2020 the theoretical potential and realistic potential were 1458.2 hm2, 371.31 hm2, the average consolidation potential coefficient amounted to 43.78%. Each village potential difference obvious, most of them distribution in Ⅱ, Ⅲ level, large increase cultivated land area were less; landform and the level of economic development was the main factors influencing the rural potential in the region.
