Abstract: Methods of documents and theoretical analysis are applied to study government behavior in farmland conservation, discovering that local governments’ efficiency of farmland conversation is not high and the actual use of central government’s total dynamic balance of farmland policy is not so obvious as theoretical imagination. Thus it needs to perfect the policy system of farmland conversation. Meanwhile it also is important to promote local governments to conserve farmland positively as well as to raise comprehensive production ability of farmland through building reasonable benefits allotment mechanism, informing present land expropriation regulation, raising agricultural comparison benefits and make scientific land utilization plan.
