Abstract: It is an inevitable problem that we must transfer the agricultural surplus labor effectively. The paper analyzes the present situation of the labor’s transfer and points out that the present situation goes against coordinating development of economy and society in both urban and rural areas, forming an equal and harmonious relationship between the city and the country and building a well-off society. Based on the analyses, we advance a new way that is to develop the rural tourism in the new century, which can help us to use the recourses effectively, to improve the ability to attract the surplus labor in the Township Enterprises of China. In the end, the paper puts forward some suggestions: to strengthen the "three transformations" and to realize "a transfer". Three strategic transformations are the transformation of the agricultural supply structure, of the peasants’ conception and of the labor’s qualities. A transfer is the transfer of the agricultural surplus labor.
