中国绿色食品质量支撑体系与产业化发展对策浅析

摘要: 从绿色食品的概念人手,阐述了绿色食品开发的指导思想、基本原则和必备条件,并从完善绿色食品标准和法规、规范绿色食品质量认证体系、建立绿色食品质量监督体系、强化绿色食品技术支撑体系、建立健全绿色食品产地监测和产品检测及产品质量全程监控体系、强化品牌意识,做好绿色食品标志管理工作等6个方面作为中国建立健全绿色食品质量保障体系的要点。同时,笔者提出的中国绿色食品的产业化发展对策是:加强宣传和舆论监督,扩大绿色食品影响;优化产业结构,扩大绿色食品生产规模;加大资金扶持力度,建立多元化的投入机制;加大绿色食品标准化和规范化力度,稳步提高产品质量提高产品质量;加强农业科技培训服务,落实绿色食品生产操作规程;积极培育和开拓市场,实现绿色食品产业化发展;科技创新,用现代科学技术推动绿色食品产业化发展。

Abstract: The paper to start with the concept, the developing idea, basic principle and necessary terms on green food were been stated. Moreover the six aspects on green food quality guarantee system in China have been presented: (1) to perfect the standards and regulations of the green food; (2) to standardize the quality attesting systems of the green food; (3) to set up the quality supervising systems of the green food; (4) to strengthen the technology support systems of the green food; (5) For green food, to set up and improve the supervision systems in place of production, the testing systems of product and the quality supervising and controlling systems of product in the whole course; (6) to strengthen the consciousness of the famous brand and to make a good management at trademarks on green food. Following above the writer put forward the developmental steps of industrialization on green food in China. They are: to strengthen the propaganda and public opinion supervision for to extend the influence on green food; to optimize the industrial construction for to expand the productivity scale on green food; to increase greatly support intensity of force in funds and to set up diversified investment mechanism; to increase greatly the force intensity in standardize and normalize on green food for to raise steadily the product quality; to strengthen the training and service in agriculture science and technology to make sure the production operate regulation of green food; to bring up and to open the market active for to realize the develop-mental of industrialization on green food; to create new science and technology to promote the industrialization development on green food by use to modern science and technology.
