Abstract: On the base of sufficient research, principal component analysis was selected to determine some norms which can weigh the profit capacity of rural credit cooperatives. Both the principle for qualitative norms and quantitative norms were taken into account with the integration of absolute norms, relative norms and average norms. The long-term strategic objective for rural credit cooperatives to realize sustained development is to regard capability construction as important strategic base from now on, strive for the scale and advantage on the rural financial field, implement the innovation of technology and system, construct the capability of human resourdes and cultivate the external environment.
