Abstract: Shanghai is located in the coast of the east sea and enjoys a long history of human economic activities, which gives tourism resources rich Marine characteristics. During the development of thousands of years, shanghai has formed many distinctive characteristics of marine culture system, which providing favorable conditions to tourism development. This paper firstly introduced the marine culture and marine tourism, and pointed out that shanghai has formed a close relationship with marine in the process of development, and argues that shanghai had a great advantage of marine culture tourism. Therefore, the paper put forward we should take full use of those advantages to develop shanghai Marine tourism healthily and quickly from system, ideas, education level and sustainable development.
