兰州市城市土地利用绩效评价及障碍因素机理剖析

Urban Land Use in Lanzhou: Performance Evaluation and Analysis of Obstacles Mechanism

摘要: [目的]为科学探究兰州市土地利用绩效动态变化及障碍因素作用机理,[方法]本研究从投入水平、利用程度、效益、生态可持续性4个层面构建评价指标体系,运用熵权法、优化TOPSIS法评价兰州市土地利用绩效情况,并采用障碍度模型及SPSS相关性检验对障碍因素进行判断和作用机理剖析。[结果]结果表明:兰州市土地利用绩效水平逐年升高,2006-2015年的绩效数值从0.192增至0.707,实现了由低绩效向良好绩效的转变;土地利用程度与效益障碍度逐年降低,而土地投入和生态可持续性障碍度逐年升高。长远来看,土地利用程度仍是影响兰州市土地利用综合绩效的首要因素。[结论]因此,应着力提升人均建设用地面积,合理控制人口密度,开发“空间立体式”模式,科学调节土地利用结构,促进整体资源优化。

Abstract: The paper aims to explore the dynamic changes of land use performance and the mechanism of obstacle factors in Lanzhou. We took the entropy weight method and optimized TOPSIS method to evaluate the land use performance of Lanzhou with the evaluation index system from 4 levels (input level, utilization degree, benefit and ecological sustainability), then used the obstacle degree model and SPSS correlation test to judge the obstacle factors and analyzed the mechanism. The results show that: the land use performance of Lanzhou has increased year by year, and the performance value increased from 0.192 to 0.707 from 2006- 2015, achieving a transition from low performance to good performance; the obstacle degree of land use level and benefit have decreased year by year, while the obstacle degree of land input and ecological sustainability have increased year by year, in the long run, the degree of land use is still the primary factor affecting the overall performance of land use in Lanzhou. Therefore, it is suggest to raise the construction land area per capita, to control the population density rationally, to develop a three-dimensional model, to adjust the land use structure scientifically, and to optimize the overall resource.
