摘要： 本文基于城乡统筹视角，根据我国东、中、西部地区的发展差异，提出了三类地区应分别采取提升城镇化质量、城镇化与新农村建设并重以及着力建设新农村的区域优先战略。

Abstract: On the bases of harmony between urbanization and rural construction, strategical priorities of different regions in China were suggested respectively in this paper as follows. It is prior to enhance the quality of urbanization in the East, while to pay equal attention to urbanization and rural construction in the Middle, and to stress the construction of new countryside in the West.
