On Causes of Keeping False and Inferior Seedsand Its Countermeasures

Abstract: We have to think about the reasons of keeping false and inferior seeds and seek the countermeasures to eliminate them because the widespread false and inferior seeds have not only made economic dispute cases increase, but also made great economic losses that we have no ways to make up for. The main causes of keeping false and inferior seeds are that the men who produce or sell them can make more income than the men who produce or sell fine quality seeds, that some people get the rights to procuce or sell seeds with no proper ways because the rights are examined and approved unnormly, that the supply of fine quality seeds is dificienter to the demand, that peasants lack knowldge of seed distinguishion. Sellers of false and inferior seeds have an opportunity that can be exploited to somebody’s advantage in these conditions. The peasants who were cheated in buying seeds often renounce an action because anticipated cost of lawsuits is too high. These made false and inferior seeds widespread. In order to control producers and sellers of false and inferior seeds, First, we should reform the management system of seeds at present and set up a new management system in which seed management, production and sales of seeds, surveillance of seed quality are separated each other. Agricultural universities (or colleges ) and agricultural research institutes with strong force in seed research should be permitted to produce and sell seeds and set up one system in breeding, reproducing and popularizing seeds in order to change thesituation that seed research and production are separated at present and increase the quantity of fine quality seeds on seed market. Second, the government must punish severely producers and sellers of false and inferor seeds and make them dare not to do any. Third, experts in seed- distinguishing should teach farmers skills of distinguishing seeds by different ways. Fourth, farmers should be supported in struggle with producers and sellers of false and inferior seeds by favorable policies and organized systems. Just to do so, the quantity of false and inferior seeds will become less and less, up to disappear.
