农村居民点整理的潜力测算研究

摘要: 为科学合理地开展农村居民点整理工作,对区域农村居民点的现实整理潜力进行测算。本研究以赤壁市的10个乡镇为研究对象,构建了基于工程技术因素的自然和社会经济修正指标体系,对人均建设用地标准法测算的理论整理潜力进行系数修正,得到更接近于工程标准的现实整理潜力。研究表明:赤壁市10个乡镇的农村居民点现实整理潜力为283.03 hm2,综合挖潜系数为0.061,理论潜力与现实潜力差异较大。研究认为:考虑农村居民点整理的工程技术因素,并以此为基础对整理潜力进行自然和社会经济修正,对农村居民点整理的潜力测算有重要借鉴意义。

Abstract: The conduction of rural residential consolidation in a scientific and rational way was particularly important for the realistic potential calculation of land consolidation in rural residential. Ten towns in Chibi City were taken as objects in this paper, and natural and socio-economic correction index system were built based on engineering and technical factors, which concentrated on the factor correction on the theoretical potential of the standards method of construction land per capita. The realistic consolidation potential, which was much closer to engineering standards, was obtained. The results showed that: the total rural residential realistic consolidation potential of the 10 towns in Chibi was 283.03 hectares, and the comprehensive potential coefficient was 0.061. There was huge difference between the theoretical potential and realistic potential. The study showed that the consideration of engineering and technical factors into account in rural residential consolidation and the correction of the theoretical potential with natural and socio- economic restrictions were important references in calculating the potential of land consolidation in rural residential.
