丘陵山区高标准基本农田建设项目设计探讨

High-standard Basic Farmland Construction in Hilly and Mountain Area Project Design and Discussion

摘要: 闽北丘陵山区地形复杂、耕地分散、农田类型多、田间基础设施少、中低产田面积比例大,研究编制因地制宜、科学合理和有针对性的项目设计对高标准基本农田建设有十分重要的意义。笔者分析总结了2011—2015年422个项目设计方案及竣工后的现场验收材料,收集查阅相关资料,比对项目设计与验收成果,提出存在问题和建议。今后应在遵循高标准基本农田建设规范的基础上,多次实地勘测和调研,并充分考虑自然环境、工程措施的经济实用性、耕地权属及农户意愿等因素,寻找设计的重点与难点,分区分片设计。为指导土地平整、农田灌排系统和田间路网建设、提高耕地质量和土地综合生产力提供参考。

Abstract: The landscape of Northern Fujian is complex, with scattered land, various types of farmland, less infrastructure and large area proportion of medium and low-yield field, it has significant meaning for high-standard basic farmland to research and compile a project design which is scientific, reasonable, pointed and adjusted to local conditions. The site acceptance documents of 422 project designing schemes from 2011 to 2015 were analyzed and summarized, relevant information was reviewed, besides, project design and acceptance achievements were compared to put forward existing problems and suggestions. Based on construction of high-standard basic farmland, site investigation and survey should be conducted repeatedly, moreover, natural environment, economic practicability of engineering measures, ownership of land, and farmers’ intentions should be taken into full consideration to find out the key point and difficulty of design and realize divisional design. As the foundation of high-standard farmland construction, excellent project design plays an acceleration role in guiding farmland consolidation, farmland irrigation and drainage system, field road network construction, improving the quality of cultivated land and comprehensive productivity of land.
