基于DEA的公共财政支持低碳农业发展效率评价——以黑龙江为例

Efficiency Evaluation of Low-Carbon Agriculture Development Supported by Public Finance Based on DEA——Taking Heilongjiang Province as an Example

摘要: 研究旨在评价黑龙江公共财政支持低碳农业发展的效率,运用DEA模型,将黑龙江省低碳农业的公共财政支持效率作为研究对象,以2008—2012年作为决策单元,选取农业劳动从业人数、化肥用量、农机总动力、农业补贴支出和农业科技支出作为投入指标,农业总产值和农机操作的碳排放作为产出指标,运用Deap2.1软件评价投入产出配比的技术效率,找出各决策单元产出既定下的投入最优规模和改善措施。结果显示,2012年黑龙江公共财政支持低碳农业发展效率达到最优,在充分保证农业产值和农机操作碳排放的预期水平下,农业公共财政补贴等要素投入恰到好处,投入的增减变化不但不会实现最大产出,反而会影响财政资金的利用效率。该结论可为黑龙江公共财政支持低碳农业的发展提供参考建议。

Abstract: In order to evaluate the efficiency of low carbon agriculture development supported by public finance in Heilongjiang Province, the author adopted DEA model, used the public financial support efficiency of low carbon agriculture as the object of study and 2008 to 2012 as the decision-making unit, and took the number of agricultural labor, fertilizers amount, total power of agricultural machinery, agricultural subsidies and technology spending as input indexes, while agricultural output and the carbon emission amount of agricultural machinery operation as output indexes. Meanwhile, the optimal scale and improving measures under each decision-making unit were found out by Deap 2.1. The results showed that the optimal efficiency of low carbon agriculture development supported by Heilongjiang’s public finance was in 2012, under the assurance of the expected level of agricultural output and the carbon emission of agricultural machinery operation, the input factors of agricultural subsidies were appropriate, the increase or decrease of inputs would not achieve the maximum output, but could affect the efficiency of financial fund. The results could offer references for the low-carbon agriculture development supported by public finance in Heilongjing Province.
