Abstract: Abstract:How to standard and accelerate the seed industrial production development in Liaoning Province, the promoting the industry competitive power is a question which is urgent to be solved. In this study, we use literature research, comparative analysis, causal analysis and SWOT analysis method to analyze the developmental present situation of seed industrial production in Liaoning. At present Liaoning Province the sale in the seed market is more than 13,000,000,000 Yuan, the improved variety promotion area grows with steady steps, the seed production situation is good. In recent years the breeding area was stable, the breeding per area increased unceasingly, the seed quality was stable, the breeding technology and the production level enhanced unceasingly, the seed production moved towards the standardization, the specialization gradually. But the scale of the seed enterprise is small, the management benefit is low, and the enterprise lacks competitive power. The goal of seed scientific research breeding is not clear, and it lacks the science effective mechanism. The funds in basic seed management structure were insufficient, which restricted the seed market effective supervising and managing. We finally put forward corresponding countermeasures In light of the development of seed industry in Liaoning actual situation.
