摘要： 规范和促进农村土地流转是当前新农村建设的重要内容之一。当前，农村土地流转存在着缺乏有效的政策指导和法律规范、违背农民意愿和损害农民利益、随意改变流转土地的农业用途等问题。为此，应当优化现行农村土地流转中政府的行为、优化农村土地流转中政府的定位。

Abstract: The standard and promotes the countryside flow of ground shift is one of current new rural reconstruction important contents.Presently, the countryside flow of ground shift exists lacks the effective policy instruction and the legal standard, violates the farmer wish and harms the farmer benefit, at will changes flowing shift land questions and so on agricultural use.Therefore, must optimize in the present countryside flow of ground shift government's behavior, optimizes in the countryside flow of ground shift government's localization.
