Abstract: The text begins with the analysis of the serious situation about Water resource in our country, and point out the natural and manmade reasons, which result in the crisis of Water resource. And then the author makes a thorough discuss about the crisis using the economic theory of outside and public resource. At last, the author thinks that the fundamental solution lies in the foundation of water rights and water market in order to dispose the Water resource properly.
