The Study on Optimizing the Structure and Distribution of the Construction Land in Urban and Rural Areas -Gaocheng, Hebei Province as an Example

Abstract:

Optimizing the structure and the distribution of the construction land in urban and rural areas is one of the important tasks of balancing urban and rural development, building harmonious society in China. The purpose of doing this research is to put right deviations and correct the errors which arise in our ideology in guiding urban and rural development and improve our outlook on balancing and coordinating development. This essay aims at giving suggestions to the local government on how to optimize the structure of using the urban and rural land in the city of Gaocheng through analyzing the status quo and the exiting problems in terms of amounts, distribution, and proportion. The research leads to the conclusion that small scale, relatively low level of land use, too much use of the present land, low urbanization level, and a lack of industrial competitiveness are some of the problems which hinder the optimization of the structure and the distribution of the construction land in urban and rural areas. The author suggested that a scientific overall planning for land use, the establishment of evaluation systems of the land, deep reforms, proper land management were some effective measures to optimize the structure and the distribution of the construction land in the city of Gaocheng.
