Open Park Management Issues and Policy Research——A Case of Liuzhou City

Abstract:

There have been new problems and contradictory appearing gradually after the park is open to the public for free. In order to investigate and study something, the author chose four parks in Liuzhou city including Liuhou park, Jiangbin park, Longtan park and Queshan park, all of which have been constructed or newly built with a special representative since June 1, 2007. Based on the investigation and study, the author concluded some problems existing in the current management of the freely open parks such as the inadequacy of capital, the green land and public instrument being destroyed, the obviously big difficulties in management, the increase of potential danger, public service instrument and the inadequate space for activities, etc. In addition, the author also put forward the system of carrying the lines between incomes and expenses, the system of carrying the finance totally supported by nation, the reinforcement in governmental investment, the strengthening for environmental spreading and educating, the introduction of market economy operation, the construction of a capable managing team with a high efficiency, the establishment and improvement of the systems related to the park’s running, the emphasis put on park’s social security and comprehensive administration, etc. All of the said managing strategies were useful for the sustainable development of open parks and make the 3 big benefits referring to the open parks’ society, economy and environment, to get a harmonious development.
