Preliminary Analysis on Foreign Aid Human Resources Development and Cooperation Projects in Fishery—A Case Study on Foreign-aid Training Courses in Freshwater Fisheries Research Center

Abstract: To master the dynamic rule of foreign-aid programs on fishery technical training and understand the trend of policy change on fishery technical training programs, the analysis on the training projects organized by Freshwater Fisheries Research Center in recent 30 years was conducted. The results showed that in recent 10 years, the participants trained by the center increased year by year. The ratio of female trainees to all participants reached peak (21.45%) in the period of “Eleventh Five-year Plan”. Moreover, the results indicated that Chinese government attached more significance to providing Foreign Aid Human Resources Development and Cooperation Projects to developing countries and regions in Asia and Africa, especially to neighboring countries. The ratio of female trainees to all participants from Philippine took the first place in top 15 participating countries (in term of the sum of trainees). Despite the same increment of beneficiary countries every five year was kept since 1990s, the average duration of each training course reduced from 80 days to 35 days in the period of “Eleventh Five-year Plan”.
