Abstract: : Recently, the capability of soaking up rural labor of Town and Village Enterprises is going down. The causes include change of operation, disappearance of system advantage, low level of industry structure, location scatter and low quality human capital ,etc. We should take effective measures to improve the capability of soaking up rural labor of Town and Village Enterprises and ensure employment of farmers.
