According to the position and function of Yangling Agriculture Science City in the whole country and Shaanxi Province, through analyzing the main problems existing in the process of urbanization construction, combining with the requirements of the Guangzhong high-tech industries district and city’s cluster, the viewpoints were put forward in this paper that Yangling Agriculture Science City must play roles of regional economic center and new economic growth point in Guanzhong high-tech industries district and city’s cluster and even in northwest region, which can also make much contribution to pushing the agricultural modernization and new village development of the Semi-arid areas, especially the northwest region.
