Abstract: Taking Key Laboratory of Regulation and Control of Crop Growth of He bei as the Subject, this paper discussed the process origin, development and establishment construction of the high agriculture college during the course of establishing the provincial key laboratories and analyzed the related problems in the course of establishment of provincial key laboratories and put forward the thoughts and strategies of establishing the provincial laboratories serving the rural economy, rural development and rural demography and meeting market economy development in term of rare resource.
