Abstract: Though the new round of reform of the forestry property system in Fujian Province has achieved preliminary results, however it also faced with some problems, so make a study on several problems and its countermeasures in the reform of forestry property system is therefore tremendously significant. This article comprehensively applying the combination analytical method of normative and positivism, and then some problems such as forest cutting quota, negative external effect to ecological, shortage of fund, diseconomy of scale, and so on, were been discussed. So the government not only must reform and improve the system of forest cutting quota management which according to the development ideas of difference forest resources must be treated on the merits of each case and making steady progress, but also must find an appropriate solution to resolve the problem that some forest growers' forests have been classed as public welfare forest, and then the forest growers should took the measures of control and encourage to combine together to prevent the negative external effect of ecological. At the same time, the forest growers must do their best to exploring diversification proceeds to raised forestry operation funds, and they should vigorously develop forestry cooperative organizations which administer to achieve economies of scale. In the end the government must pay special attention to the woodland charges' pickup and usage, and strive for delivery of a series of goals of the new round of reform of the forestry property system.
