Abstract: The county-level city of Shenyang City ——the land use characteristic in the urban-rural integration area of Xinmin was obvious duality .in the process of land using, the arable land decreased significantly ,but the industrial land and residential land increased significantly .there was obvious contradiction between agricultural and developed land,the land use structure was Irrational, in order to solve this problem, innovative concept should be propose, The sustainable land use planning should be formulated, dynamic monitoring should be used in land management with 3S technology, a standardized land market should be established, the legal system of land should be improved, attention to the problem of environmental pollution, and the ecological balance of the environment should be maintained.
