Abstract: Although there are many convincing evidences proving that FDA supervise tobacco industry would bring negative influences; Although there are many convincing evidences proving that the second-hand smoke doesn’t engender important health harm to non-smokers, the anti-smokers still constantly ask the government to constitute tobacco control policies, tobacco tax increases is another tobacco control policy by the anti-tobacco movement. They think that the tax increases can bring on the cigarette price’s increases, thus the cigarette consuming amount can be reduced. But the tax increase’s result lead to the rampancy of counterfeit and illegal cigarette product, it also brings a series of negative influences to the society.
