On the Demand and Supply of Ecologic Benefits of Non-commercial Forests

Abstract: In China the demand of the non-commercial forests is on the increase, however, because non-commercial forests are public goods, demanders scarcely pay. Suppliers of the commercial forests are unable to take back their investments so that the supply of non-commercial forests are insufficient. The paper theoretically analyzes the factors influencing the demand and supply of non-commercial forests and puts forward strategies for demand and supply equilibrium of ecologic benefits of non-commercial forests. The strategies include the establishment of demander payment mechanism of non-commercial forests by the government, clarifying the demanders of non-commercial forests, motivating the supply of non-commercial forests, and categorizing the supply of non-commercial forests for differential treatments and compensation.
