Abstract:

This paper, from quarantine pests and quarantine ranges aspects, have estimate the relationship between entry-exit plant quarantine and domestic plant quarantine ,by their coexistence and mutual restriction. Moreover, historical and realistic roots, which yield the current issues, on balance both were stretched from management system reformation for China plant quarantine. Finally, we mapped out suitable plant quarantine system and conception over historical records based on China situation.
