Abstract:

The purpose of this paper is to make suggestions to improve the mechanism construction of cultivated land protection in China by explored the running mechanism, basic characteristics and existing problems. Methods of theoretic analysis, model analysis, Game Theory and figure analysis were employed. The results indicate that the characteristics of the mechanism construction of cultivated land protection in China include administrative and law mechanism occupy an important position, economic and market mechanism become a tendency and multi-game run through all process. Market failure, government failure, weakness of social supervision all lead to lagging of mechanism construction of cultivated land protection. It is concluded that many measures such as reforming land property right institution of rural area, changing the performance evaluation mechanism of government, regulating the participation platform and bring about simultaneity of economic encouragement and ecological compensation should be constructed in China as soon as possible, and what's more, questing new mechanism of cultivated land protection.
