摘要：

在建设社会主义新农村和发展现代农业的背景下，农村土地流转问题一直受到社会各界的关注。本文在分析了当前农村土地流转现状的基础上，阐述了农地流转市场化的必然性。提出运用多标志综合评价方法分析农村土地流转的市场化程度，开展了沿海与内地、城市与农村土地流转市场化程度的比较研究。提出建立农地流转市场、明晰农地产权关系、完善农村社会保障，是推进农村土地流转市场化的必然选择。

Abstract:

In the background of building a new countryside and developing modern agriculture in China ,farmland transfer has attracted great attention from all walks of life. Based on the analysis of the current situation of rural land transfer,the establishment of a socialist market economy in which rural land resources are primarily allocated is inevitable.The degree of marketization was analyzed with the method of comprehensive evaluation,compared the degree between the coast and inland,city and countryside.The result shows that a land transfer market should be established as soon as possible, the property right should be made definite,old-age insurance in rural area should be perfect.
