摘要: 职称制度是中国专业技术人才评价和管理的一项基本制度,在探讨中国职称制度发展历程、现行职称涵义的基础上进行分析。结果表明,随着中国经济社会的快速发展,现行职称制度存在政府管理方式陈旧、职称功能定位不准确、框架体系不健全、服务范围不全面、评价标准不够科学、评价方法比较单一等问题,建议从明确职称的功能定位、进一步推进职称分类改革、完善职业资格制度、健全职称评审和考试的管理机制等方面推进职称制度的创新和完善,促进专业技术人才队伍建设。

Abstract: In Chinese talent evaluation system, professional title system is a basic system of evaluation and management for professional talents. The article discussed the development process of professional title system, the conception and connotation of current professional title. The article analysis and indicated there were some problems in the current professional title system with the rapid development of Chinese economy and society, such as the outmoded management style of government, the inaccurate function of professional title, the imperfect frame system, the incomplete service scopes, the unscientific evaluation standards, the relatively simple evaluation methods, etc. In order to accelerate the construction of talents team, the article proposed promoting the reformation and perfection of professional title system, such as, determining the function of professional title, promoting the classified reformation of professional title system, perfecting the professional qualifications system, improving the management systems of the professional title evaluation and examination and so on.
